Project Status

The City of Flagstaff and their team, Peak Engineering and Banicki Construction, are currently working to finalize the design of the JW Powell Extension Project. Design of this project is between 60% and 90% complete, with final design expected by fall 2026. The team anticipates hosting a community meeting in summer 2026 to present the plans prior to final design. Further notification will be provided before this community meeting, as well as prior to construction commencing.

Project Details

The project consists of extending present day JW Powell Boulevard from its current terminus, just east of Lone Tree Road to Fourth Street. This new extension will feature one lane in each direction with a center median and 4.5-foot on-street bicycle lanes, as well as a 10-foot wide FUTS trail along one side of the roadway for pedestrian and bicycle use. This new extension will create a vital connection within the City’s transportation system. Note that the City is only responsible for building the middle portion of this new extension (shown on the map in red), with the remaining sections built by others via agreements with the City. Construction on the City’s portion of this extension is expected to begin in fall 2026 and be completed by the end of fall 2028.

Upcoming Construction Activities

Starting in mid-May, Banicki Construction crews will be on-site to perform preliminary clearing and grubbing of vegetation and install erosion control measures throughout the City’s portion of the extension project. This is being done in advance of fire season to reduce the risk of wildfire during construction.

Please be aware of construction crews using the existing JW Powell Boulevard and potentially Harold Ranch Road for access, as well as noise and construction equipment throughout the area. Harold Ranch Road will remain open to residents and the public during this work. Please remain alert and drive safely.
