The City of Flagstaff (City) in partnership with Mountain Line and their contractor, Kinney Construction Services, will begin pedestrian crossing improvements in multiple locations along Soliere Avenue in summer 2026. Work along Fort Valley Road will follow. These improvements are part of the “First Mile, Last Mile Initiative” which aims to add safe pedestrian infrastructure near Mountain Line bus stops throughout the City. There is currently no safe way to cross these intersections to access a bus stop. Most of these crossings will feature a pedestrian refuge median, meaning pedestrians will only need to cross one lane of traffic at a time.

Pedestrian crossings will be installed in the following locations along Soliere Avenue:

  • Soliere Avenue and Fox Lair Drive (east)
  • Soliere Avenue and Fox Lair Drive (west)/Brian’s Way
  • Soliere Avenue and Elk Run Street
  • Soliere Avenue and Butterfield Drive
  • Soliere Avenue and Timberline Drive


Pedestrian crossings will be installed in the following locations:

  • Fort Valley Road and Forest Avenue
  • Fort Valley Road and Anderson Road/Whiting Road
  • Fort Valley Road and Meade Lane
